Hmmm, healthy lookin young salvia.  But are you sure those are peruvianus your pictures are of Kados?....... they look kinda more like bridgessi to me.  But I never was good at lidentifying long spined peruvians.  I think all I've ever had in my collection were short spined numbers.  Perhaps I'm mistaken.

They look like T cuzcoensis, perhaps sources as KK242 seed at one point.
They can be considered a form of T peruvianus, but are not considered very desirable by most collectors. They do make very good grafting stocks, sometimes superior to pachanoi in that regard.

Bridesgii looks rather different and is highly desirable.

What is the composition of that medium they are planted in?

The medium they are in might not be ideal, they don't do well in "earth" in pots, just when they are in the ground.
