I'd been wondering why Bush decided to come out of the closet with his secret european prison system and then I found this today..... Damage control. I guess it makes sense in this fooked up world-o-spin....

Report: CIA mutinied at secret jails
WASHINGTON, Sept. 21 (UPI) -- Uncertainty of their legal status led to CIA interrogators refusing to work at secret U.S. prisons, the Financial Times reported.

The newspaper said the move earlier this month forced U.S. President George Bush's hand when he announced the suspension of the secret prison system on Sept. 10.

CIA officials who asked not to be identified told the Financial Times the prisons were emptied of terror suspects, who were flown to the U.S. military detention center at Guantanamo Bay, Cuba.

The program came under the spotlight in June, when the U.S. Supreme Court ruled terror suspects were entitled to protection under the Geneva Conventions, and the Bush administration was forced to make changes to intelligence and military policy.

The White House bill in response seeks to soften wording on the Geneva Conventions article and provide a legal umbrella for interrogators who use such techniques as sleep deprivation and water tank-dunking.

However, the bill is being challenged by three Republican senators, who maintain other countries will follow suit and begin abusing U.S. prisoners.
